Landscape Committee Meeting

August 29, 2010

 

Meeting called to order at 8:10 at RP Clubhouse meeting room. Quorum established.

 

In Attendance:  Rosie Prieur, Linwood Hayes, Jack Mann, Carrie Hartshorne and Susie  

                            Breed

 

Old Business

1.      The minutes from the July minutes were approved by a unanimous vote.

2.      There was discussion of repairs to and the extension of our irrigation system.  We will investigate the addition of a hose bib and a strainer on the pump.  Rosie Prieur made a motion and Susie Breed seconded to recommend, to the BOD, extending the sprinkler system to include the embankment near the dovecote.  The motion carried in a unanimous vote.

3.      Three bids were considered to purchase 400 square feet of Bermuda sod to replace bare areas. Rosie Prieur made a motion and Susie Breed seconded to recommend the sod be purchased from FOG.  The motion carried in a unanimous vote.

4.      Alec Michaelides of Land Plus agreed to meet with the LC and the BOD.

5.      There is a winter spring behind the pool that doesn’t drain properly, causing the sidewalk to freeze during the winter.  FOG submitted a bid for its repair.

6.      There was discussion concerning the uncontrolled growth of kudzu in two common areas.  We have received one quote from Freeman tree to eradicate the kudzu.  Carrie Hartshorne will be soliciting two additional bids.

 

New Busieness

1.      As the street trees have grown in size it has become exceedingly more difficult to grow grass underneath the trees.  The LC is investigating “Bob Grass,” a shade tolerant grass.  We will be testing this grass, at personal expense, to see if it is an acceptable alternative to our present Bermuda grass.

2.      R&R is willing to remove dead trees for $300.

3.      The stream between the upper and lower lakes is overgrown.  Trees need to be removed and a general clean up is necessary.  We have received one bid from R&R.

4.      We have had 42 trees exposed to pine beetle infestation.  Carrie Hartshorne will contact the Georgia Forestry Commission to visit Rivermoore and make their recommendations.

5.      The die off of the white pine trees and their possible replacement with Claudia Wannamaker magnolias was discussed.  We have received one bid from Freeman.

6.      We have one bid from Freeman to replace the fallen Northern Red Oak.

7.      Although we have received three bids for the juniper rip out, in an effort to find the lowest price Susie Breed will be soliciting a fourth bid from R&R.

8.      Rosie Prieur recommended that all landscapers bidding on the maintenance contract agree to hire only verifiable w-2 employees to work in Rivermoore Park.

Removal of Bermuda Grass from Fescue Grass Begins

Fields of Green will begin the spray-out process to remove the bermuda grass from the fescue grass throughout the subdivision.  This will begin on Tuesday August 24th.  You will see signs posted at the front entrance and amenity areas to let everyone know the spray-out process has begun.  The spray-out will be substantial at approximately 35%.  The turf will be under renovation through the end of September.  Overseeding should begin September 15th and 16th.

No Landscaping at the Pump

     The pump has been fenced, but without landscaping it remains an eyesore. This  project has not been forgotten and remains a focus for both the landscape committee and the board of directors. A landscape plan for the area has been approved and money has been set aside for its implementation.  However, despite the fact that the pump provides water to many of our common areas, the sight of the pump does not have irrigation.  The landscape committee is working diligently to provide the BOD with the necessary informationnecessary to irrigate the pump area.  At present, the weather will not allow installation of landscaping around the pump.  The area will be landscaped as soon as water becomes available.

Landscape Committee Meeting

July 25, 2010

 

Meeting called to order at 8:04 at RP Clubhouse meeting room. Quorum established.

 

In attendance:  Rosie Prieur

                           Jack Mann

                           Shawn Cross

                           Susie Breed

                           Linwood Hayes

                           Carrie Hartshorne

                           Paul Peters.

 

Old Business   

  1. Rosie Prieur made a motion to approve the meeting minutes from the June meeting.  Susie Breed seconded and the motion carried in a unanimous vote.
  2. It was determined that the LC would present three bids to the BOD to repair the drainage issues in our common area.  The LC will forward a brief comparison of the bids in advance of the BOD meeting for their consideration.  Jack Mann made a motion, and Carrie Hartshorne seconded that FOG be awarded the contract.  The motion carried in a unanimous vote.
  3. Paul Peters made a motion, and Jack Mann seconded to hold the discussion of the Landscape Maintenance Bid Process in abeyance until our next meeting.  The motion carried in a unanimous vote.
  4. The final bid package for the re-bid of the Rivermoore Park Maintenance Contract was discussed, amended and finalized.  Jack Mann made a motion, and Shawn Cross seconded, that this “bid package” be forwarded to OLM for presentation to the Landscape companies competing for the Rivermoore Park maintenance contract. The motion carried in a unanimous vote.
  5. FOG had agreed to re-landscape the small island in the front and rip-out a small area of bushes as a courtesy.  Susie Breed will investigate as to why these projects have not been completed.

 

New Business

1.      Large areas within Rivermoore Park remain without irrigation.  Shawn Cross and Linwood Hayes will work on bringing irrigation to the pump area.  Linwood Hayes will address irrigation issues on the large embankment, near the dovecote, and the circle.   

2.      There was a discussion of limbing up all street trees to the proper height.  The LC added an addendum to the maintenance contract bid package to receive estimates for street tree pruning and root pruning.

3.      Three bids will be sought to replace the Bermuda sod on the large embankment with fescue sod.

Landscape Committee Meeting

June 20, 2010

 

Meeting called to order at 8:11 at RP Clubhouse meeting room. Quorum established.

Old Business

 

1.      Shawn Cross updated the committee on the meeting with Alec Michaelides of LandPlus.  The top three areas to be addressed are: 1) the dovecote, 2) the front entrance and 3.) the entrance to the pool.  A lighting plan was discussed.  The poor condition of the hybrid Bermuda, on the large embankment, and possible solutions were also discussed.  

 

2.      The source of the broken irrigation at the end of Moore’s Walk has been identified and is being repaired.

 

3.      The LC requested a larger fence (16 x 16) for around the pump, than was originally approved by the BOD, so additional approval was being sought.

 

4.      David Cross has a contact at Georgia Power who will help the LC find all junction boxes within Rivermoore Park common area.  This is the first step in assembling a comprehensive list of all electrical repairs.

 

5.      Perimeter Landscape has provided a bid to the LC for additional work on our drainage system.  The bid submitted by Perimeter Landscape included work that did not need to be done.  Rosie Prieur made a motion that the LC recommend to the BOD that Perimeter Landscape be removed from consideration for the landscape maintenance contract because of dishonestly.  Susie Breed seconded the motion and it carried in a unanimous vote.

 

New Business

 

  1.  Kudzu is beginning to take over some of our wooded common area.  

 

2.      Rosie Prieur made a motion that all secured signs, going forward, be made of non-wood material.  Susie Breed seconded and the motion carried in a unanimous vote.

Newsflash

Governor Perdue has signed two new distracted driving bills into law, Senate Bill 360 and House Bill 23.

"No person shall operate a motor vehicle on any public road or highway of this state while using a wireless telecommunications device to write, send, or read any text based communication, including but not limited to a text message, instant message, electronic mail, or Internet data."

The fine for offenders will be $150 and one point on their driver license, the new law goes into effect on July 1st, 2010.

This new law prohibits drivers under the age of 18 from using a wireless communication device.

Specifically the new law states:

"prohibits use of wireless telecommunications devices by persons under 18 years of age with an instruction permit or Class D license while operating a motor vehicle"

Like the other new driving law, the fine for offenders will be $150 and one point on their driver license, the new law goes into effect on July 1st, 2010.
